Celeste Maloy — Republican Candidate for U.S. House in Utah, 2026
Last updated: March 4, 2026
Celeste's Positions on Key Issues
Economy
HighCeleste Maloy supports tax cuts, arguing that allowing them to expire would result in job losses, business closures, and decreased revenue. She introduced the Geothermal Tax Parity Act of 2025 to extend existing tax provisions to geothermal projects. Maloy also voted for a government funding bill to end a shutdown, ensuring federal worker payments and funding for programs like SNAP and WIC, while working on remaining appropriations bills.
“The inputs really matter. So, some of the people who are criticizing us for increasing the deficit are operating on two assumptions. Um, that if we let the tax cuts expire, we would have a direct correlation between expiring tax cuts and increased revenue. That isn't true. It never has been. If we let the tax cuts expire and every Utah family of four takes a $14,000 pay cut per year, there will be businesses that close. There will be jobs that will be lost. Um, and so you don't get that uh direct revenue, right? But a lot of the the projections include that. And then most of them use a really pessimistic growth rate just to be conservative in their estimates. A lot of them are using 1.8% growth rate. Even during the Biden high inflation years, we had higher growth rate than that in the economy. Every year since the 2017 tax cuts, the ones we're renewing in this bill, every year since then, the revenue has gone up. So, we're trying to make sure that keeps happening, that the revenue goes up. If that's true, then these pessimistic estimates that say we're increasing the deficit are inaccurate. - Celeste Maloy, YouTube”
Immigration
HighCeleste Maloy supports increased border security measures, evidenced by her vote for a $1.2 trillion bipartisan spending package that boosted ICE detention beds, stating the necessity for holding facilities. She prioritizes controlling the border before having a serious immigration conversation and has endorsed former President Trump's immigration agenda. Additionally, Maloy advocates for fixing worker visa programs due to inefficiencies affecting industries like agriculture and tourism, aiming for more efficient processing.
““Even when we pick people up, we don’t have anywhere to hold them,” Maloy said. “That’s what the detention beds are about, a place to hold them.” (Celeste Maloy, The Salt Lake Tribune, April 3, 2024)”
Healthcare
HighCeleste Maloy supports ensuring basic healthcare access for people. She emphasizes that sweeping national healthcare policy changes require proper debate and committee hearings, and should not be enacted via temporary funding measures during government shutdowns. Maloy notes that the House has many ideas ready for a vote and stresses the need for Senate passage of these proposals.
““Healthcare is a separate issue we are dealing with. We have a lot of good ideas in the House. We’re ready to tee them up and vote on them. We’ve got to come up with something that can also pass the Senate.” — Rep. Celeste Maloy, FOX 13 Salt Lake City”
Climate & Energy
MediumCeleste Maloy voted against the Reliable Power Act in 2026 and numerous other measures identified by the League of Conservation Voters as environmental protections, earning scores of 3% in 2025 and 5% lifetime. She is preparing to introduce legislation to nullify the Grand Staircase-Escalante National Monument management plan using the Congressional Review Act. Maloy also expressed satisfaction with the Northern Corridor Highway approval, citing a balance between regional growth and environmental concerns.
Abortion & Reproductive Rights
HighRepresentative Celeste Maloy voted against an amendment that would have reinstated military reimbursements for abortion-related travel, citing the Hyde Amendment, which prohibits federal funding for abortion. She describes herself as "unapologetically pro-life" and supports the Supreme Court's decision to overturn Roe v. Wade. Maloy advocates for leaving abortion decisions to individual states rather than implementing a nationwide restriction.
““The Hyde Amendment is a clear federal ban on abortion funding, except in the cases of rape, incest and life of the mother,” Maloy said in her remarks. “It’s been in place every appropriation cycle for 40 years. And I’ve been here, I’ve heard a lot of talk about partisanship and how this should not be a partisan bill, but this is a completely partisan amendment, whereas the Hyde Amendment has been a bipartisan consensus for four decades.” (Celeste Maloy, Deseret News, 2025/06/13)”
Foreign Policy
HighCeleste Maloy prioritizes a strong national defense, emphasizing the importance of a well-equipped military to defend freedoms. She supports Utah's defense manufacturing and modernization roles, as well as its critical military bases. As a member of Congress, she advocates for Utah’s defense priorities and military families. She voted in favor of a bill to reform FISA.
“Congresswoman Celeste Maloy: "Ensuring that our military remains strong and well equipped to defend our freedoms is essential. Additionally, Utah plays an important role in manufacturing and modernizing our national defense systems. It is also home to critical military bases like Hill Air Force Base and the Tooele Army Depot. As a member of Congress, I will continue fighting for Utah’s defense priorities and to support our military families."”
Education

Gun Policy
HighCeleste Maloy voted in favor of H.Res. 1042, related to a bill to modernize federal firearms laws in 2026. She is a strong supporter of the Second Amendment, which she states guarantees the right to keep and bear arms. Maloy opposes efforts to weaken this right or remove firearms from law-abiding citizens, advocating for policies that prevent guns from reaching those who intend harm and investing in mental health resources.
“I am a strong supporter of the Second Amendment which guarantees our right to keep and bear arms. I oppose any efforts to weaken this fundamental right or take firearms away from peaceful, law-abiding American citizens. I believe we need to focus on policies that will keep guns out of the hands of those who want to cause harm and invest in mental health resources to prevent future violence.
