Diana Harshbarger — Republican Candidate for U.S. House in Tennessee, 2026
Last updated: March 4, 2026
Diana's Positions on Key Issues
Economy
HighDiana Harshbarger supports economic development by advocating for reduced taxes and regulations. She co-sponsored H.R. 1712, the Death Tax Repeal, aiming to protect family-owned businesses and farms from estate taxes to allow for expansion and investment. Additionally, she supported H.R. 859, the Protecting American Energy Jobs Act, to reverse climate executive orders and promote energy sector jobs. She also voted for the Homeowner Energy Freedom Act in 2026.
“As a small business owner, I understand what it takes to successfully run a business. The government's role in the economy should be limited to allow businesses to thrive and create jobs, and taxes and burdensome regulations should both be decreased. Fostering economic development and innovation will make our East Tennessee community stronger than before. At a time when people are suffering, the last thing we need is more job-killing mandates from the White House and taxes on basic needs like gas. It is time to get people back to work and get our economy on the road to recovery. — Diana Harshbarger, http://harshbarger.house.gov/issues/jobs-and-economy”
Immigration
HighDiana Harshbarger supports immigration enforcement and border security. She sponsored the DHS Contract Reporting Act, which was signed into law. She also co-sponsored H.R. 7462, the Early Mitigation Alert Program (EMAP) Act, to inform local officials before migrants are released into communities. She has expressed concerns about the dispersal of immigrants and sought detailed reporting from federal agencies on this matter.
“I also co-sponsored H.R. 7462, The Early Mitigation Alert Program (EMAP) Act that would direct Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CMP) to let local government and law enforcement officials know before migrants are released into their community. Upon returning from our southwest border, I joined many of my fellow conservative colleagues in signing a letter to U.S. Health and Human Services (HHS) Secretary Xavier Becerra and U.S. Department of Homeland Security (DHS) Secretary Alejandro Mayorkas. The letter restated our concerns about this unlawful, manmade humanitarian and national crisis. It highlighted the current lack of adequate accounting on the nature and to what extent illegal immigrants are dispersed. The letter demands these agencies provide Congress information on the name and location of each city or town where illegal immigrants have been sent or were provided funding for travel to or were allowed travel by their own or private funding along with the total number of immigrants who were allowed to travel there.”
Healthcare
HighDiana Harshbarger voted for the FY 2026 Consolidated Appropriations Act, which included pharmacy benefit manager reforms to lower drug prices. She also supported the Lower Health Care Premiums for All Americans Act, aiming to reduce premiums and expand choice. Harshbarger believes in personalized medicine and a modernized system where patients and providers have more control, opposing the "Unaffordable Care Act" for increasing costs. As co-leader of the Congressional Bipartisan Rural Health Caucus, she champions policies to improve rural healthcare access and workforce.
““As premiums keep climbing thanks to the Unaffordable Care Act, Democrats continue defending a broken status quo that has failed working families,” said Congresswoman Harshbarger. “Republicans are advancing real reforms that finally lower premiums, expand choice, increase flexibility for small businesses, and save taxpayers tens of billions of dollars. Democrats want to pour more money into a failed system they created; we’re fixing the root causes of rising costs. Our goals are simple: restore choice, lower premiums, strengthen program integrity, and build a health care system that actually works for every American.” (Congresswoman Diana Harshbarger, following passage of Lower Health Care Premiums for All Americans Act, http://harshbarger.house.gov/media/press-releases/house-passes-real-healthcare-reform-harshbarger-votes-yes)”
Climate & Energy
MediumDiana Harshbarger voted in favor of the Homeowner Energy Freedom Act (H.R.4758) and the Don’t Mess With My Home Appliances Act (H.R.4626) in February 2026. She also co-sponsored H.J.Res.136, H.J.Res.163, and H.J.Res.117, which seek to disapprove Environmental Protection Agency rules concerning multi-pollutant emissions, greenhouse gas emissions from power plants, and ambient air quality standards. The League of Conservation Voters gave her a 10% score.
Abortion & Reproductive Rights
MediumDiana Harshbarger holds a pro-life stance, indicating her opposition to abortion rights, as reported by a 2020 Project Vote Smart survey. Additionally, her legislative actions reflect this position, with the League of Conservation Voters assigning her a 10% support rating on roll-call votes concerning the restoration of abortion access.
Foreign Policy
LowDiana Harshbarger voted in favor of the Veterans Accessibility Advisory Committee Act of 2025 on February 11, 2026, which focuses on supporting veterans. She also voted in favor of the Pressure Regulatory Organizations To End Chinese Threats to (PROTECT) Taiwan Act on February 9, 2026, indicating support for measures addressing geopolitical threats related to Taiwan.
Education
HighDiana Harshbarger strongly supports school choice and educational freedoms, believing families should choose educational pathways for student success and that decisions should be made at state and local levels. She opposes federal interference in K-12 schools and critical race theory (CRT), believing it can damage student development and threaten relationships. She co-sponsored H.Res. 397, which states CRT should not be taught in K-12 classrooms, and requested the U.S. Department of Education cease grant funding for its promotion.
“I strongly support school choice and educational freedoms. Students and their families should be empowered with the freedom to choose their own educational pathways to best meet their individual learning needs and goals for future success in our workforce. Further, I understand that local leaders know what is best for their communities and believe that education decisions should be made at the state and local level. - Diana Harshbarger, harshbarger.house.gov/issues/education”
