Richard's Positions on Key Issues

Economy

High

Richard Neal prioritizes making jobs accessible, supporting the middle class, and fostering economic growth. He champions investments in higher education and workforce training, and delivered over $60 million in New Markets and Historic Tax Credits. Neal also co-sponsored the American Affordability Act and supported legislation like the American Rescue Plan and the CHIPS and Science Act to aid the economy. He criticized job losses under Trump and welcomed the Supreme Court's decision to strike down Trump's tariffs, citing them as detrimental to the American people and the global economy.

“Government jobs data remain the gold standard, but since Trump will find any excuse to delay its release, we’re left only with reports from third parties of the worst layoffs to start a year since the Great Recession. Trump’s abysmal economy is doing exactly what he intended it to do: fail workers and families so he can ransack the rest for his own pockets.” - Richard E. Neal, Neal Statement on Another Delayed Jobs Report, Feb 6, 2026

Immigration

He believes immigrants contribute significantly to the nation's fabric and economic independence. Neal advocates for expediting work visas and extending Affordable Care Act benefits to DREAMers, aiming to uphold America's reputation as a land of opportunity. He also condemns certain ICE actions.

“As the grandson of immigrants myself, I won’t turn my back on today’s DREAMers. We need real, comprehensive immigration reform.” — Richard Neal, Neal for Congress website

Healthcare

He opposes one-year extensions, arguing they fail to provide a lasting solution. Neal also criticizes Republican efforts he says deplete Medicare's Hospital Insurance Trust Fund, asserting such actions put lives at risk by reducing critical care funding for seniors and people with disabilities.

“The ACA is not going away. It’s going to be there,” Neal, D-Springfield, told reporters Friday afternoon at the Federal Courthouse on State Street on Jan 9, 2026.

Climate & Energy

High

Richard Neal supports climate action, stating an urgent need for action and smart solutions to address environmental risks for future generations. He led the Ways & Means Committee in developing and passing the Inflation Reduction Act, a $370 billion investment intended to reduce greenhouse gas emissions by up to 40% by 2030. His environmental voting record earned him a 99% score from the League of Conservation Voters for Massachusetts, a 95 for 2022, and 93 over his career.

These are the principles that guided my Democratic colleagues and me when we enacted a slate of legislative achievements that complement those of Lyndon Johnson’s Great Society. The American Rescue Plan, which invested billions of dollars in our local communities; the Butch Lewis Act, which saved the pensions of more than one million workers, retirees and beneficiaries; the Bipartisan Infrastructure Law, which delivered the most significant investment in our nation’s infrastructure since President Kennedy was in the Oval Office; the Inflation Reduction Act, which marked our nation’s largest investment to combat climate change; the CHIPS and Science Act, which delivered $53 billion to reinvigorate our supply chain for semiconductors; the No Surprises Act, which established critical

Additionally, he scored 99% with the League of Conservation Voters in 2026 on a vote related to restoring abortion access.

Neal opposed President Trump's tariffs on Canada and celebrated the Supreme Court's decision striking down unlawful IEEPA tariffs. He also criticized unauthorized military actions by the Trump administration in Venezuela and Iran, and expressed concern about foreign influence and corruption.

“For a year, Democrats have consistently stood up to President Trump’s self-defeating trade policies and sought to terminate tariffs that harm American consumers and manufacturers. Today, we delivered on our promise to keep trade flowing across our northern border.” - Congressman Richard E. Neal, Statement on Democrats Stopping Trump’s Reckless Tariffs with Canada, February 11, 2026

Education

Medium

Richard Neal has supported public education initiatives, voting yes on measures such as $40 billion for green public schools, an additional $10.2 billion for federal education and HHS projects, and $84 million in grants for Black and Hispanic colleges.
