April's Positions on Key Issues

Economy

High

April Delaney advocates for fiscal responsibility, proposing to cut military spending and establish a fair tax system to rebuild the middle class. Her plan aims to convert annual deficits into surpluses to reduce national debt and foster long-term economic stability. She is committed to achieving 100% employment and joined the Federal Workforce Caucus to defend federal employees and strengthen the merit-based civil service.

I’m honored to join as an inaugural member of the Federal Workforce Caucus. Our federal employees and institutions are under relentless attack, with their protections, credibility, and character being eroded with each passing day by this Administration. It’s on us as lawmakers to defend a merit-based, nonpartisan civil service and ensure the next generation feels empowered to answer the call to serve, not turned away," said Congresswoman McClain Delaney (Hoyer.house.gov, February 4, 2026).

Immigration

High

April Delaney introduced the Democracy Without Intimidation Act to prohibit federal law enforcement, including ICE, from polling stations, aiming to prevent voter intimidation. She voted for S. 5, the Laken Riley Act, but emphasizes her commitment to comprehensive, humane immigration reform, supporting DACA/DREAMers' path to citizenship and the right to sanctuary cities. She also backs a bipartisan border agreement for enhanced security and fair treatment of immigrants, reflecting values of dignity and respect.

I have heard from an overwhelming number of Marylanders in the 6th District concerned about our current, overburdened immigration system and our communities’ safety. S. 5, the Laken Riley Act, is not perfect–and in ways overarching–but I remain committed to working with my colleagues to clarify the ill-defined elements of this legislation and seek comprehensive, effective and humane immigration reform. As your Representative, I strongly believe Congress must do everything it can to ensure immigrants are treated with dignity and respect. I am dedicated to working with our Latino communities and other local and state stakeholders to protect Maryland jurisdictions’ right to establish sanctuary cities and counties and preserve DACA and DREAMers’ right to a path to citizenship." — Congresswoman April McClain Delaney, statement on voting for S. 5

Healthcare

Medium

April Delaney believes healthcare coverage should be a right, not a privilege, and advocates for universal healthcare. She supports the Affordable Care Act and aims to defend it as a step towards this goal. Her policy focus includes extending Affordable Care Act subsidies to enhance affordability.

Climate & Energy

High

Candidate Delaney views climate change as an existential threat to national security, economic prosperity, and environmental stability. She voted against H.R.4758, the Homeowner Energy Freedom Act, and H.R.4626, the Don’t Mess With My Home Appliances Act, in February 2026. She advocates for increasing basic research in climate science, pricing carbon, and creating new incentives for decarbonization, while also aiming to protect the Inflation Reduction Act, Clean Air Act, and Clean Water Acts.

Climate change poses an existential threat to our planet’s future. The climate crisis is a threat to national security, our economic prosperity, the world’s species and our environmental stability. The Inflation Reduction Act was transformative – it needs to be protected – but more needs to be done. Congress should increase basic research in climate science, price carbon, create new incentives to drive technological/scaling investments in industries that need to be decarbonized and bolster regulation. In Congress, I will work for a low carbon future and protect Clean Air and Clean Water Acts. - April McClain Delaney, Bethesda Magazine Voters Guide

Abortion & Reproductive Rights

High

April Delaney supports reproductive rights and women's access to abortion, advocating for codifying Roe v. Wade into law and planning to cosponsor the Women’s Health Protection Act. She voted against H.R. 21, citing concerns about its misrepresentation of medical realities in severe birth complications and its potential to criminally prosecute doctors, which she believes would harm maternal care. She believes her daughters now have fewer rights than she did and highlights a personal experience with an ectopic pregnancy as a reason for her position.

“As the mother of four daughters, I deeply believe in a woman’s right to have reproductive freedoms and control over her maternal health. I myself almost died of an ectopic pregnancy while the young mother of two children, and I most certainly would have died today if I lived in a state with a strict abortion ban. However, I would never support infanticide. Infanticide has long been illegal in this country, and doctors already have an obligation to provide appropriate medical care to the baby and to the mother. [...] Today, I voted against H.R. 21 as it grossly misrepresents reality and what takes place when babies, who will not survive outside the womb, are born with severe complications, health issues or deformities. In this heartbreaking situation, families often choose to have the baby so that they can hold this life in their arms once before the baby passes and choose to not immediately incubate the baby to avoid causing the dying infant great duress. Moreover, the mother’s health is often also under great duress at that time and a doctor must also protect the mother’s health and well-being. I know this situation because it happened to someone close to our family. [...] Most importantly, this legislation would–under the threat of criminal prosecution–require a doctor to use extreme medical intervention to keep alive a baby that will ultimately not survive and cause the family and the baby great stress. It further puts doctors in an untenable situation and most certainly will result in fewer doctors choosing to pursue obstetrics for fear of criminal prosecution and liability. For these reasons, I believe this legislation is very harmful and I stand with my colleagues in voting against it.” - April McClain-Delaney, mcclaindelaney.house.gov press release, "Congresswoman April McClain-Delaney Releases Statement Voting Against H.R. 21"

Foreign Policy

Medium

She supports foreign aid and a robust military, believing this approach enhances US and global safety and prosperity. She also supports a bipartisan Senate bill providing aid to Ukraine, Israel, and Taiwan, and is an unwavering supporter of Israel's right to defend itself.

Gun Policy

High

April Delaney supports measures to address gun violence, describing it as a national crisis and epidemic. She advocates for universal background checks and limitations on assault weapons to prevent gun deaths and ensure community safety. She also believes in addressing the connection between mental health and gun violence.

Thirty-three thousand Americans die of gun violence every year – it is a national crisis and epidemic that is destroying communities every day. No one should be afraid to send their child to school or go to work. We must do more than “thoughts and prayers” – we must take action to pass common sense gun safety legislation, while protecting the rights of gun owners. I support universal background checks and limitations on assault weapons. We also must address the connection between our mental health crisis and gun violence." - April McClain-Delaney, Bethesda Magazine
