Immigration

Medium

Representative Robert Garcia opposed the Trump administration's plan to add a citizenship question to the 2026 Census, leading ninety House Democrats in a demand to cease the plan due to concerns about undermining accuracy and discouraging participation from immigrant communities. He has also co-hosted public forums to receive testimony on alleged constitutional violations, abuses, and violent tactics by Immigration and Customs Enforcement (ICE) and Department of Homeland Security (DHS) agents, advocating for fair and transparent due process within the immigration system.

Climate & Energy

High

Robert Garcia supports the Green New Deal and advocates for expanding investment in green jobs and technology, viewing climate change as an existential threat. He believes in reducing emissions and fossil fuel dependence while building a sustainable economy. He voted Nay on the passage of both the Homeowner Energy Freedom Act and the Don’t Mess With My Home Appliances Act in February 2026.

Congressman Garcia is proud to support the Green New Deal and expand our investment in the jobs and technology of the future. He knows that climate change is an existential threat to the safety and wellbeing of the entire global community—and that we must push to reduce our emissions and dependence on fossil fuels. Congressman Garcia believes America can accomplish these goals while also building a workforce and an economy that’s prepared to take on our biggest challenges through the opportunities that new, sustainable technologies create. - Robert Garcia, his official House website, 'Reducing Emissions Through Green Jobs and Technology' section.

Abortion & Reproductive Rights

High

Robert Garcia believes that abortion is a critical part of reproductive healthcare and that every American should have safe access. He voted against H.R. 2670 and the Van Duyne Amendment to H.R. 8070, both of which sought to restrict access to sexual and reproductive health care for service members. He received a 100% score for the 2025-2026 Regular Session from Planned Parenthood Action Fund and is rated as strongly supporting reproductive freedom by Reproductive Freedom for All.

Congressman Garcia believes it’s essential that every American be able to safely get an abortion if and when they need one. Abortion is a critical part of reproductive healthcare, and attempts to ban it are an unacceptable attack on the basic rights, freedom, and safety of women cross the country. He believes Congress must enshrine the right to an abortion into Federal law, and that elected leaders everywhere have a responsibility to stand up against efforts to criminalize personal decisions between people and their doctors.
