Dave Min — Democrat Candidate for U.S. House in California, 2026
Last updated: March 4, 2026
Dave's Positions on Key Issues
Economy
HighDave Min aims to foster an economy that supports a middle-class standard of living for all. He believes in protecting and empowering local businesses, citing their importance to Orange County's economy. He has opposed cuts to clean energy tax incentives, arguing they could lead to job losses, and has spoken against tariff policies, stating they harm California businesses and consumers. He advocates for investments in education, environmental protection, and infrastructure.
“Local businesses are the lifeblood of Orange County’s economy, and I will continue to work to protect and empower them in Congress.”
Immigration
HighRepresentative Dave Min opposes the Trump administration's immigration policies, including the travel ban and the termination of DACA, advocating for humane and efficient approaches. He believes discriminatory policies violate constitutional principles and considers border wall construction a wasteful use of tax dollars. Min supports pathways to citizenship for undocumented immigrants who are productive members of society. He has criticized ICE's conduct, demanding transparency, accountability for aggressive enforcement operations, and condemning new deportation plans for Iranian nationals.
“I want my children to grow up in an America that represents the core values that drew my parents, and millions of immigrants just like them, to this country: the values of inclusion, diversity, and economic opportunity. I am fundamentally opposed to Donald Trump’s travel ban, and any other immigration policies that discriminate against people based on their race, religion, or national origin, and believe that such policies are contrary to the spirit and the letter of our nation’s Constitution and its laws. — Dave Min, Ballotpedia.org”
Healthcare
HighDave Min supports universal healthcare, believing it is a human right. He advocates for broader coverage, cheaper rates, affordable prescription drugs, and a system focused on primary care and prevention. He opposes cuts to Medicare and Medicaid, aiming to strengthen these programs. Min also supports reproductive healthcare rights, having authored legislation to codify abortion rights in California and receiving 100% ratings from Planned Parenthood and NARAL.
“I believe healthcare is a human right, and that we should be working towards a system in which everyone has healthcare coverage. Since I began my campaign in April, I’ve talked with thousands of residents of CA-45, and I’ve found that almost all of us share the same goals when it comes to healthcare reform—we want broader (ideally universal) coverage, cheaper rates, affordable copayments and prescription drugs, and a system that emphasizes primary care and prevention (as opposed to waiting until emergency care is needed). Of course, I will oppose efforts to cut Medicare and Medicaid, as Donald Trump and Mimi Walters have proposed (over $4 trillion in cuts were proposed in the latest House budget), and will work to strengthen and protect these lifeline programs. But this [...] Healthcare: I believe healthcare is a human right, and that we should be working towards a system in which everyone has healthcare coverage. Since I began my campaign in April, I’ve talked with thousands of residents of CA-45, and I’ve found that almost all of us share the same goals when it comes to healthcare reform—we want broader (ideally universal) coverage, cheaper rates, affordable copayments and prescription drugs, and a system that emphasizes primary care and prevention (as opposed to waiting until emergency care is needed).”
Climate & Energy
HighDave Min voted against the Homeowner Energy Freedom Act and the Don't Mess With My Home Appliances Act in 2026. He supports limiting carbon emissions, reversing Trump's climate policies, and investing in renewable energy and energy efficiency, citing climate change as an existential threat. He introduced a bill to study marine coastal biodiversity loss and authored State Senate legislation to end offshore drilling and decarbonize transportation. He is endorsed by and rated 100% by Sierra Club.
“I support measures to begin immediately limiting carbon emissions. There is a scientific consensus that climate change is real, manmade, and potentially an existential threat, and so we must take that consensus seriously and stop denying basic, proven facts. We owe it to our children and future generations to take immediate and significant steps to curb the acceleration of climate change that we are seeing. At a bare minimum, we must reverse course on Donald Trump’s reckless decision to unilaterally withdraw from the Paris Climate Accord and the EPA’s decision to repeal the Clean Power Plan.”
Abortion & Reproductive Rights
HighDave Min supports abortion rights, advocating for the federal codification of Roe v. Wade. He asserts that women, not politicians, should make their own healthcare decisions. As a California State Senator, he authored a constitutional amendment codifying abortion rights (Proposition 1) and legislation recognizing reproductive coercion as domestic violence (SB 374). He holds a 100% rating from Planned Parenthood and Reproductive Freedom For All.
“As a father and husband who believes 100% that women should be able to choose their own reproductive outcomes, I fully support the federal codification of Roe v. Wade. Women, not politicians, should be responsible for making their own healthcare decisions. — Rep. Dave Min, min.house.gov”
Foreign Policy
HighRepresentative Dave Min advocates for a foreign policy focused on diplomacy over military investment, believing it prevents alienating allies and national bankruptcy. He emphasizes a smart approach to international challenges like Israeli-Palestinian conflicts and Iran's nuclear development, recognizing diplomacy's long-term dividends. Min also believes in being mindful of allies' interests and ensuring a stable and thoughtful global approach. He has criticized presidential actions regarding war declarations without congressional approval.
““Today, the president will deliver the State of the Union address, a longstanding tradition for the past 200 years. I will not be attending. [...] He has unilaterally raised taxes and declared war on other countries without Congressional approval, in direct contravention of Article I of our Constitution. [...] I cannot in good conscience lend legitimacy to an event that will be used to spread misinformation, gaslight the American people, and further weaken faith in our democracy.” — Representative Dave Min, Statement: Rep. Dave Min to Boycott the State of the Union, February 24, 2026”
Education
HighDave Min advocates for increased federal investment in public education across primary, secondary, and university levels, aiming for universal pre-K. He opposes privatization efforts, including school choice and charter schools, and voted against bills that would cut Department of Education funding. Min believes strong public education is fundamental for democracy, economic opportunity, and the American dream.
““I know that many Republicans would like to see us privatize education, but as the product of California public schools, I know that public education is the foundation of economic mobility and the gateway to the American dream,” said Min, a freshman lawmaker, adding that the department “does so much good for the country, including in the areas I represent.” (Dave Min, OC Register, February 18, 2025)”
Gun Policy
HighDave Min supports stricter gun control, advocating for an assault weapons ban, expanded background checks, and red flag laws. He also seeks to ban ghost guns, promote safe gun storage, and increase liability for gun manufacturers. Min, who earned an 'F' rating from the NRA, views gun violence as a public health issue requiring data-driven solutions and funding for research. He is endorsed by Giffords, a gun safety organization.
“In Congress, I will support the renewal of the assault weapons ban, and expanded background checks and red flag laws. I look forward to continuing to collaborate with leading gun safety groups to ban ghost guns, push for safe gun storage, and expand the liability of gun manufacturers. We don’t have to live in constant fear of gun violence, but if we want to change this, we have to elect people who are unafraid to take on the gun lobby.”
